Nice question you have there. :) I usually put a primer first, then foundation. Just a light layer will do to even out everything. Then i apply dots of my non-mineral cream concealer under my eyes and blend them in. After that, I use a concealer brush (a fluffy eyeshadow brush may do) to pat Bare Escentuals' Well Rested over, for a brighter effect. I don't use Ocean Mist's saffron as much as I did. I find it too yellow and too bright when applied over my cream concealer. Once I looked like a raccoon, with this weird yellow circles around my eyes! LOL. :D Others prefer saffron over Well Rested. IMO, it's just as matter of whatever works for you. Going back, after the concealing, it's another sweep of foundation to seal it all in.
